Much can and must be done by governments but they cannot of themselves change lives.
Focus on the mind and the soul. Read. Study. Enrol in a course of lectures....
You do have to change things as warfare changes.
I'm not comfortable being preachy but more people need to start spending as much time in the library as they do on the basketball court.
